Javiera Kehr Castillo is a lawyer from Universidad Andrés Bello, who has primarily developed her professional career in Legal Departments of the public sector, with extensive expertise in Administrative Law, particularly in public procurement.
Her professional journey began in 2011 as a lawyer for the North Metropolitan Health Service, where she conducted a large title study of the properties of the North Metropolitan Health Service and regularized its properties. She served as Coordinator in the Drug Forfeiture Unit, overseeing and supervising summaries and summary investigations.
She later worked in the Legal Advisory Department of the Roberto del Río Children’s Hospital, actively participating in procurement processes, representing the interests of the hospital in mediation hearings at the Council for the Defense of the State for health damages, and in Courts of Justice.
In 2014, she worked as a Lawyer in the Department of Contract Management of CENABAST (Ministry of Health), where she processed the Administrative Procedures established in Law No. 19,880 and deepened her knowledge in the field of public procurement, intervening mainly in the sanctioning process of those processes, in the public procurement court and others.
In 2015, she moved to the city of Arica, where she freely practices the profession working as a correspondent lawyer for different legal studies, mainly in the city of Santiago and Viña del Mar.

Currently, she serves as Legal Advisor to the Provincial Government of Arica, responsible for overseeing the legality of the entity’s administrative acts; overseeing Public Procurement Procedures under Law No. 19.886 and managing contracts, agreements, and programs; handling civil, administrative, labor, and criminal disputes and resolutions; drafting administrative acts; providing legal reports to respond to requests from the Office of the Comptroller General of the Republic and other institutions, serving as Deputy Head of the Department of Immigration and Migration of the Provincial Government of Arica and Deputy Head of Agreements.
